Board of Management

RoadSafe is coordinated by a statewide Board of Management made up of one representative from each of the seven VicRoads regions.

Hans Harms - Metropolitan South East Region
Hans Harms is a Senior Sergeant and has 30 years service with Victoria Police working in a number of areas including the Uniform Section, Criminal Investigation,  Ethical Standards Department and currently holds the position as the Officer in Charge of Kingston Traffic Management Unit.  He has been a member of RoadSafe Inner South East Council for a number of years and is currently in his fourth term as the ‘Chair’.

Hans has completed a Bachelor of Arts Degree at Monash University along with a Diploma in O.H.& S. and a Certificate II and IV qualifying him as an Emergency Medical Technician (EMT).

He brings to the Board of Management 15 years management experience, 6 years as a Sergeant and 9 years as a Senior Sergeant.  In his present position as the ‘Chair’ of the Board of Management, Hans works as a member of a team along with the other 6 board members to assist the 24 RoadSafe Councils around Victoria.  As a presenter of Looking After your Mates and other programs he understands the need for constant updating of information included in these presentations and is constantly in discussion with his fellow board members to ensure this takes place, both locally and statewide.

Outside interests include Football working for 11 years at St Kilda (AFL) as a Trainer, presenting Level 1 and 2 Trainer programs through Sports Medicine Australia to those wishing to take on the roll and training the community in First Aid at all levels.

Conclusion
RoadSafe has a major part to play if forming partnerships between the community and local agencies to ensure a safer Victoria.  Areas that need to be addressed are –

  • A better public understanding of RoadSafe.
  • A consistent approach to Statewide RoadSafe initiatives.
  • The development of strategies to assist all Roadsafe Committees.
  • An open and transparent ‘Board of Management’ in all areas.

Ralph Willingham - North Eastern Region
Senior Sergeant with Victoria Police, with 31 years service. 29 of those years have been involved with the traffic and road safety in both rural and metropolitan areas and is currently stationed at Seymour as the Divisional Traffic & Road Safety Coordinator for the district.
Ralph has held positions on RoadSafe Outer South East and as Deputy Chairman of RoadSafeGoulburnValley and currently Chairperson of RoadSafe Goulburn Valley.

Clay Drysdale - Northern Region
Clay has been around Local Government as an engineer or manager for the past 20 years or so. He began his current employment with Macedon Ranges Shire Council in the position of Manager Infrastructure Planning and Design as of January 2006. As part of his role at MacedonRanges, Clay is a member of RoadSafe Central Victoria but has worked with RoadSafe Westgate in a previous life.
Clay attempts to play basketball with the other "Myths & Legends" in an over-35 competition and is a committee member of, and junior coach for, the Taylors Lakes Basketball Club.

Noel Perry - Western Region

Elected as a Board Member of RoadSafe at AGM in October 2008

Chair of Central Highlands RoadSafe since 2007

Chair of Western Highway Action Committee 2009 with the objective of pursuing the improvement, safety, upgrading and amenity of the Western Highway.  Councillors of the municipalities in th Western Highway Corridor.

Retired Assistant Commissioner of Victoria Police who held the portfolios of :

  • Assistant Commissioner Ethical Standards Department from 2002 to 2004. The role of the department being the investigation of unethical and corrupt behaviour of  members of the Force and the  promotion of a culture of high ethical standards. Deputy Chair of the CEJA Steering Committee to oversight the CEJA Task Force, established in July 2002, to provide leadership and guidance to the CEJA Task Force (50 personnel including investigators, analysts, forensic account and legal support) which had been expanded to investigate allegations of corruption and unlawful work practices by members of the former Victoria Police Drug Squad.  Also a member of the Drug Squad Review Steering Committee which proposed a number of anti-corruption strategies including drug & alcohol testing, declarations of pecuniary interest and maximum tenure in policing areas of high risk as required control mechanisms to minimise opportunity for corruption of members of the Victoria Police Force
Assistant Commissioner General Policing Department from 2000 until 2002.  The Operational Department of the Force which had a personnel profile of 8115, with a budget (salary & operating) of approximately $450 million. Operations Commander at a number of major events including the 1998 Waterfront dispute and World Economic Forum 2000 (S11 Protests).

During Police Service awarded:

  • Australia Police Medal (APM) in the Australia Day Honours in 1997
  • Chief Commissioner’s Commendation for Exemplary Service in 2001
  • National Medal and 1st and 2nd Clasp 35 years Service
  • Victoria Police Service Medal 35 years Service

 

Elected as a Councillor of the City of Ballarat in 2008.

Rod Bennett - South Western Region

Andrew Milbourne - Eastern Region
Andrew is the Chair of RoadSafe Latrobe, the first community road safety council in the State. He is a Leading Senior Constable with Victoria Police and has spen the past 11 years at the LatrobeTraffic Management Unit.  Andrew's other roles include presenting Keys Please and Looking After our Mates as well as representing the Eastern Region on the Board of Management.
Prior to joining the police force he worked as a radio announcer for over 15 years at various radio stations along the east coast of Australia. Andrew's other local community activities include past President of the Traralgon & District Pony club and past president of Stockdale Road Primary School. He is also heavily involved in the running of a major Carols by Candlelight in the Latrobe Valley.
